Okay, I was in LA during the '94 Northridge quake. There was some minor unrest but nowhere near the amount of chaos as there was in, say, '92 after the King beatings. (And, come to think of it, I was there then, too.) Perhaps Jorge is thinking of the '92 riots.
Now, having said that, yeah, not your average LARP. :-D
